I purchase a VHF ICOM Radio IC-V82 FCC ID: AFJ282600. Serial Number 2516157 brand new several months ago But I cannot get the radio to transmit. It receives but every time I push the PTT Button to talk a message always comes up to say OFF. I have put the Transmitting on But still won't transmit.
